but from the Lord comes the proper answer of the tongue.
3 Commit to the Lord whatever you do,

So we are allowed to have dreams and plans in our heart, its the way He made us. But He also knows what is best for us, we should seek his 'answer' for what He knows is best for us in we do and and He will establish or make our plans succeed by guiding our every step.
Plans come from our hearts, the more of Him that is in my heart the better the plan.
